I've had a few people mention about being kicked by the served slots in the server. I've been digging around and doing research about the correct configuration and this is what you need to do if you want to join the server if it's full.
1. If you're in TS and someone else in TS is already in the server then ask them to use the !reserved command to kick someone. This kicks a non member from the server giving them a notification that it's because of a reserved slot. Then you join, this way it's sCon doing the kicking and anyone who's a member will be protected (as long as they're in the correct sCon usergroup).
2. If you want to get in our server and no other FFF members are in the server, then you use the 'Join Reserved Slots' button in Black Ops and type in the password. This kicks somebody and immediately connects you to the game. As this kicking is performed by Gameservers it doesn't verify who is or isn't in FFF so it's random (hence why some people who should be protected have been randomly kicked when people use this).
This should settle any kicking problems, any issues post up
